Changes due to technological developments in recent years, along with changes in world economy, have increased the importance of small and medium-sized enterprises (SMEs) in the economic development of countries. To thrive in a competitive environment, these enterprises need to improve the quality of their products and managerial processes as well as reduce their costs. To do so, adoption of Information Technology (IT) is imperative. Investigations demonstrate that although IT and e-business can be employed beneficially in such enterprises, to apply IT successfully and to take full advantage of IT application certain conditions must be met. In other words, success in applying IT in these enterprises is conditional. This being so, several studies have been triggered to investigate critical factors affecting IT application and e-business in SMEs, which is the subject of the present study. After defining the role of SMEs in economic development, the study examines the applications of IT as well as critical factors affecting IT application in these businesses. Pettigrew and Whipp’s model of change has been used to classify and present the findings.
